Tom was born in Sioux City, Iowa. He received his education in Jefferson, South Dakota, graduating from high school in 1968. He continued his education at the University of South Dakota at Springfield graduating with the class of 1972 and received his masters degree from the University of Nebraska at Omaha in 1976. August 2, 1972, Tom was united in marriage to Jeanne Marie Trudeau at the St. Peter’s Catholic Church in Jefferson, South Dakota and was blessed with the birth of three daughters.
